There are no rules on how many children a Vietnamese family can have unless you work for the government. If you are a civil servant, you can have up to two children. If you have a third child, you lose your job.
2. Traffic
Yes, the traffic seems crazy at first but once you get used to it, there's a definite organization to it (as long as everyone knows the rules). Larger vehicles generally have right of way regardless of main road vs. side road designation but in an accident, the driver of the larger vehicle must pay compensation to the driver of the smaller vehicle regardless of who is at fault. So it sort of keeps everyone from abusing their "powers" (drivers of larger vehicles can't do dangerous things just because they have right of way because they will have to pay if they hit someone else).
And it's a really good thing that they have so many motorbikes/scooters, especially in big cities, because if all those drivers had cars, the traffic jams would never end!
